The distinctive problem in a tightly platted town is that the drainage system is the street, and everything else is somebody's yard. On acreage, a low spot can be drained to a ditch a few hundred feet away across your own ground. Here, water has to get from the back of a lot to the street, and the route runs along a side yard that may be a few feet wide, past a driveway, and often against a fence. That is a real design constraint and it is why so many yards in towns like this were never graded properly in the first place. The clay makes it matter. Gulf Coast clay perches water rather than absorbing it, so a shallow depression only inches deep will hold for a week or more. It sits until it evaporates. The third factor is that any improvement to your lot potentially arrives on a neighbour's. In a street where lots are close and several have their own standing water, moving your problem sideways is not a solution, it is a dispute. Mid-County took water in Harvey and parts of it in Imelda, and drainage sensitivities here are real. Everything eventually leaves this area through the local ditch system toward Taylor Bayou.

We shoot elevations across the whole lot including the side yards, because the route from the back to the street is where the problem usually is and it is measured in inches. The typical fix is a shallow swale down a side yard with continuous fall to the front, which is unglamorous, invisible once grass is back, and effective. It has to be continuous, because a swale that flattens for ten feet ponds there instead. Where the side yard genuinely cannot take a swale, because of a drive, a structure or a fence line, the options narrow. Sometimes it is a shallow French drain rather than surface grading. Sometimes the answer is that the back of the lot cannot be drained to the front and the better spend is elsewhere. We will say that rather than cutting something that will not work. We check the front ditch and culvert as part of every job, because a yard graded perfectly to a boundary that cannot accept water has not been fixed. Locates come first given what runs through established neighbourhoods here, and where mature trees are staying the cut depth near canopy gets planned, since cutting roots inside the drip line kills them slowly. We check what the new grade does on both sides before finishing. Improving your lot at a neighbour's expense is not an outcome we will build, and it is much easier to design around than to undo. Any cleared material leaves by truck, with Jefferson County burn bans and TCEQ rules applying.

Can water from my back yard get to the street?
Usually, via a shallow swale down a side yard, but it needs shooting rather than assuming because the fall available is measured in inches and the route has to be continuous. Where a drive, a structure or a fence line blocks the side yard, the options narrow and sometimes a shallow subsurface drain is the answer instead. Occasionally the honest answer is that it cannot be done and the money is better spent elsewhere, and we would rather say that than cut something ineffective.
Will fixing my yard cause problems for my neighbour?
Not if it is designed properly, and it is something we check before building rather than after. On lots this close, water routed off your ground has to go to the street rather than sideways, and a swale that discharges against a fence has simply moved the problem. We shoot elevations on both sides so we know where water currently goes and where it will go afterward. Moving a problem next door is not a result we will build.
Do I need the ditch out front cleaned as well?
Frequently, and it is worth checking before regrading. A yard graded perfectly to the property line has not been fixed if the ditch it drains into is silted or the culvert is blocked, because there is nowhere for the water to go once it arrives. A lot of that damage across Mid-County dates from the flooding of recent years and was never properly repaired. We look at the front as part of any yard grading estimate rather than treating it as separate work.
