On the interstate corridor a lot of the grading we do is commercial: parking, laydown yards and truck areas rather than residential lawns. That brings requirements a yard does not have. Both are fixable and both are usually cheaper than owners fear. The ground is heavy Gulf Coast clay that perches water rather than absorbing it, with almost no natural fall. On commercial work we shoot to the plan and hold the tolerances, because a parking area graded approximately is a parking area with standing water in it. We check the grades against the drainage design rather than only against the drawing's contours, since the point of the falls is delivering water to a specific structure. Where the plan asks for something the ground will not support, which on clay in this rainfall does happen, we raise it before building rather than after. Subgrade preparation and grading are treated as one operation on load-bearing areas. Grading a surface that is going to be paved without preparing what is under it produces a finished level that will not hold. On residential work we shoot elevations rather than working by eye, since the fall available is measured in inches, and we trace the path out to where water is supposed to leave rather than stopping at the boundary. On this flat ground a great many complaints are conveyance rather than grade, and a silted ditch or blocked culvert is cheaper to fix than a regrade. We check what any new grade does to neighbouring ground before finishing. Where brush has to come off to open a path, Orange County burn bans and TCEQ outdoor burning rules govern the material.

Why does my parking area hold water?
Usually because the falls are too shallow to drain reliably or they are inconsistent, and on flat ground the margin between draining and ponding is smaller than most people work to. The other common cause is that the surface was graded without the subgrade being prepared, so it has settled unevenly under traffic since. Both are diagnosable by shooting the existing levels and comparing them against what the drainage design expected.
Can you work to my engineer's plan?
Yes, and a good deal of our commercial work is exactly that. We work to your stakes and drawings and hold the tolerances. What we will also do is tell you early if the plan asks for something the ground will not support, which on clay in this rainfall does happen, rather than building it and letting it fail after handover. Raising it before construction is cheaper for everyone including the engineer.
My yard holds water. Do I need regrading?
Maybe not, and it is worth checking the cheaper answer first. On flat ground here a great many complaints are conveyance rather than grade: a front ditch that has silted or a culvert that is blocked or crushed holds water at the boundary, so even a well-graded yard has nowhere to drain to. A lot of that damage across this area dates from the flooding of recent years. We check that before quoting a regrade.
