Access and locates come first as they do on any job here, and near the highway that means confirming what is in the right of way before working close to it. On parcels being prepared for actual development, mulching is the wrong service and we will say so. A building or parking area needs clearing and grubbing with organics stripped, because a mat is organic material and it consolidates under load. The stem size limit applies. A mulcher is efficient on brush, understory and small stems and slows disproportionately past that, and on a parcel left a long time some sections may have got past it. Where erosion controls are required by an approved plan, they go in before ground is opened rather than afterward.
