This community sits low against Pine Island Bayou. Harvey put water through effectively all of it in 2017 and Imelda followed in 2019. Most of the properties here have been flooded, and a good number have been raised, rebuilt or replaced since. On lots where a previous structure was demolished after flooding, that also means finding out what is still under there, because a slab, footings, a septic tank or filled excavation will all cause problems under a new site and none of it is visible from the surface. Fill goes in and gets compacted in shallow lifts with a padfoot or sheepsfoot roller rather than a smooth drum. On a site raised two or three feet the lift count matters, and skipping lifts produces something dense on top and soft below. The site gets built larger than the slab in every direction so the edges have a shoulder, then cut to grade with the perimeter shaped to shed water on all sides. The drainage is designed with the site rather than after it, and on lots this size that is the part requiring most thought. Sometimes the honest recommendation here is a more modest raise combined with genuinely better drainage rather than the tallest pad the budget will carry, because the displaced water has to go somewhere and every neighbour has their own flood history.
