Imelda put more water across this ground in 2019, over a shorter period, than almost anywhere else in the region, and Harvey had already done its own damage two years earlier. Cutting the upper end first pushes water into a system not ready to take it, which after what came through here is a live concern rather than a theoretical one. Silt removal restores capacity that ditches genuinely had, and it is frequently the whole fix. Culverts and turnouts get sized against the drainage area rather than matched to what failed, because a good deal of what was overwhelmed was undersized before the water arrived. They get set at the correct flowline and bedded so joints do not settle. On engineered ground we restore rather than redesign wherever possible, because a rice field's drainage was laid out by people who understood it and cutting across that produces problems that appear later.
