This is low ground between the Neches and the Sabine with marsh to the south, and it has been scoured repeatedly. Rita in 2005, Ike in 2008, Harvey in 2017 and Imelda in 2019. Soil that has been moved by surge and flood water is already disturbed, and stripping the remaining cover off it produces a surface that will move again in the next event. That is the main reason we lean toward mulching here more heavily than anywhere else we work. The second reason is practical. Burn piles on low wet ground are genuinely awkward. They sit for extended periods waiting for conditions, they are unpleasant when the ground is saturated, and Orange County burn ban positions shift through the year with TCEQ outdoor burning rules applying regardless. Haul-off means loaded trucks on approaches that have been through the same events. The third is salt. Surge has pushed saltwater across this ground more than once, and salt-affected soil is slower to re-establish cover. A mat helps hold the surface through the period where ground cover is struggling, which on this side is longer than inland. Around sixty inches of rain a year on this stretch of the Gulf Coast does the rest.

Mulching suits recreational ground, sight lines, tracts being opened for sale, fence lines, marsh-edge approaches and essentially anywhere on this ground where bare soil would be a liability, which is most of it. It does not suit pasture going back to cattle or hay, because the roots stay and tallow and yaupon return within two or three seasons. It does not suit a building site, since a mat is organic material and on ground where pads are being raised several feet, anything compressible underneath is a problem. We identify the wet ground before working near it. A great deal of low ground here carries wetland character and Section 404 applies, so we say plainly what we will not touch. Mulching does not exempt anyone from that. Mat thickness gets set heavier here than we would set it inland, because holding the surface is the main benefit and salt-affected ground takes longer to establish cover through it. On salt-affected ground we are realistic about what comes back and how quickly, rather than letting an owner conclude the work failed when the soil is doing what salt-affected soil does. Ground conditions govern scheduling more here than most places. On saturated low ground, running equipment does damage that outlasts the job, and waiting is frequently the correct advice.
