This town sits between two rivers with a bayou through the middle and marsh to the south, and it has taken water repeatedly. Rita in 2005, Ike in 2008, then Harvey and Imelda. A great many properties here have been raised, rebuilt or elevated at least once already. Where a site falls in a mapped flood zone, and much of this town does, Orange County floodplain administration sets a required finished floor elevation above base flood. On this ground that requirement is frequently substantial, and it routinely makes a site taller, wider and more expensive than an owner budgeted, because every additional foot across a footprint is a lot of material. What makes this different from simply building tall is that surge and rainfall flooding are different problems. A site built to a rainfall standard is not necessarily built to a surge standard, and this is ground exposed to both. The soil is heavy coastal clay grading into marsh on the south and east sides, holding water rather than draining it and moving with moisture. Around sixty inches of rain a year on this stretch of the Gulf Coast keeps testing it, and salt from past surge affects what will establish on disturbed ground afterward.
We establish the required finished floor elevation before anything else and put it in writing, because it drives the entire cost of a site here and finding it late is the most expensive way to learn it. Then we shoot grades against the road, the ditch and the surrounding ground. The footprint gets stripped of topsoil and organics. On sites where a previous structure was demolished after flooding, we also probe for what is still underneath, because a slab, footings or a septic tank under new fill is a problem that surfaces later. Fill goes in and gets compacted in shallow lifts with a padfoot or sheepsfoot roller. On a site raised several feet the lift count is significant and skipping lifts produces something dense on top and soft below that will settle unevenly. Moisture is the other half and the window on this clay is narrow, so waiting is sometimes the right answer. Quantities get measured rather than estimated. Volume grows with footprint as well as height, the pad is built larger than the slab in every direction, and material compacts down from its loose hauled volume, so the loads that arrive are not the volume you finish with. The perimeter gets shaped to shed water on all sides and the shoulders get protected, because raw fill on ground that floods will be moved by the next event rather than eroding gradually. The drainage is designed with the site. Raising ground in a town where every property has flood history sends water somewhere, and that somewhere is a neighbour. Where clearing is involved, Orange County burn bans and TCEQ outdoor burning rules govern the material.
