Where a property sits in a mapped flood zone, Orange County floodplain administration sets a required finished floor elevation above base flood, and a great deal of ground in this town is mapped. That single requirement drives more of the cost of a pad here than anything else, because every additional foot of elevation across a footprint is a substantial volume of imported and compacted material. On lots with previous building history here that also means finding out what is underneath, because a buried slab, footings, old fill or a filled excavation will all consolidate or telegraph under load and none of it shows from the surface. Fill goes in and gets compacted in shallow lifts with a padfoot or sheepsfoot roller. On a pad being raised two or three feet to meet a flood elevation the lift count is significant, and skipping lifts produces something dense on top and soft below that will settle unevenly. Moisture is the other half of compaction and the workable window on this clay is narrow, so waiting is sometimes the right answer. Material is worth a straight conversation. Local clay is cheap and abundant and works when placed properly. Select fill has lower plasticity and moves less under a slab over the life of a building, and costs more because it is hauled. On a tall pad the volume makes that difference significant, so we price both and say honestly what the extra buys. The pad gets built larger than the slab in every direction so the edges have a shoulder, cut to grade, and the perimeter shaped so water sheets away on all sides. Then the drainage gets cut, because a pad raised to flood elevation is a substantial dam and the displaced water goes somewhere.
